E15A Introduction to Emergency Planning

Emergencies in business and industry can and do occur and when they occur they cost lives and dollars. Early and effective planning can limit injuries and damages and help businesses return to normal operations more quickly after an emergency occurrence. Planning also prevents small emergencies from becoming big disasters. Written emergency plans, which deal with specific problems and needs are only part of a broader emergency preparedness process. This process involves knowledge, planning, training, and public education in relation to the range of hazards faced by an organization. The following module introduces the general principles of this preparedness process.

E15B Preliminaries to the Planning Process

Before an emergency plan can be written and implemented, there are a number of important tasks that an organization must carry out. This module describes and explains the preliminary steps involved in the planning process. 

After completing this module, the learner will be able to:

  • Establish an emergency planning team for an organization 
  • Systematically identify all potential hazards faced by an organization and assess the risk posed by each of them 
  • Assess the internal capabilities and resources of an organization 
  • Assess the external capabilities and resources of an organization

  • Understand the importance of a well-designed command system

E15C Developing and Implementing the Plan

The function of an emergency plan is to inform, instruct, and direct participants in procedures for handling sudden, unexpected situations. An emergency plan should detail what to expect, who will do what, as well as when, with what resources, and under what authority - before, during, and immediately after an emergency. This module describes and explains how to develop an emergency plan - including format and content - and how to implement it.

After completing this module, the learner will be able to:

  • Differentiate between single-hazard emergency planning and all-hazard emergency planning
  • Choose an appropriate type of plan for their organization
  • Know what factors to consider when developing a well organized, easily understood format
  • Know what content to include in an emergency plan
  • Develop and write an emergency plan
  • Implement an emergency plan

E15D Exercising, Evaluating, and Maintaining the Plan

Once an emergency plan has been developed and implemented into company operations, the next step is to begin educating and training personnel in the skills and knowledge needed to perform their necessary tasks and responsibilities. When sufficient training has been completed, it then becomes necessary to validate and evaluate emergency response performance through drills and exercises. Drills and exercises identify areas that require improvement while at the same time improving the proficiency and confidence of emergency response personnel. This module is intended to provide a basic understanding of training and exercise provision. It describes the process of establishing a comprehensive training and exercise program as well as designing, developing, conducting, and evaluating valuable exercise activities. 

After completing this module, the learner will be able to:

  • Design an exercise activity for their organization 
  • Develop exercise activities for their organization
  • Recognize the importance and know the techniques of effective exercise conduct

E15E Core Elements of Emergency Management

This module outlines and describes the core elements of emergency management, which are: 

  • Communications 
  • Emergency facilities and equipment 
  • Life Safety 
  • Property protection 
  • Recovery and restoration 
  • Administration and logistics 

These elements are the foundation for the emergency procedures that a facility will follow to protect property and personnel and then resume operations. 

After completing this module, the learner will be able to:

  • Understand the need for effective communication systems
  • Know the different types of communications 
  • Know issues to be addressed when setting up notification procedures
  • Know the characteristics of a good warning system
  • Understand procedures to follow in developing a facility's communications and warning system
  • List on and off-site facilities and equipment necessary to support emergency operations
  • Develop an evacuation policy and procedure
  • Understand the necessity for security provisions during an emergency
  • List factors to consider when developing policies and procedures for taking shelter
  • Understand the necessity for planning for health and medical assistance
  • Recognize the need for procedures and systems to protect facilities, equipment, and vital records
  • Know factors to consider when planning for recovery and restoration
  • Know factors to consider when planning for administration and logistics

E15F Community Outreach and Public Relations

It is very important that an organization maintain a good relationship with its host community. In preparing for emergencies, organizations need to factor in the possibility that one day they may be at odds with their neighbours. By proactively laying the foundation of goodwill in the community, it is less likely that the relationship between corporation and community will be raucous, should an emergency arise. If an organization earnestly takes steps before the emergency occurs to become an active contributor in its community, it may find itself with more empathy and help when help is needed.

This module describes how organizations can involve their host community in the emergency planning process and how they in turn can assist in community emergency planning. It also describes the importance of effective communication between organizations and communities and explains how to deal with the media during emergencies.

After completing this module, the learner will be able to:

  • Understand the importance of joint emergency planning for the public sector and the private sector.
  • Develop a joint emergency planning process.
  • Identify private sector responsibilities and public sector responsibilities.
  • Establish a mutual aid agreement with local response agencies and businesses.
  • Understand how community emergency plans are developed and how private sector entities can assist with community planning.
  • Know how to assist with community evacuation planning.
  • Know how to identify community concerns with business processes and operations.
  • Develop a community education program.
  • Identify statements to use when speaking to community groups versus statements not to use.
  • Understand the importance of pre-emergency public relations planning.
  • Distinguish local media from national media.
  • Distinguish between the different media/public relations tools and understand how each is used.
  • Distinguish between "do's and don'ts" for dealing with the media.

E15G Hazard-specific Information and Planning Considerations

While there are a multitude of potential emergencies a facility could be faced with, there are some that are more common than others. This module provides hazard-specific information and planning considerations for some of the most common hazards including:

  • Fire/Explosion 
  • Hazardous Materials Incidents 
  • Floods and Flash Floods 
  • Hurricanes 
  • Tornadoes 
  • Earthquakes 
  • Severe Winter Storms 
  • Biological/Chemical Threats 
  • Bomb Threats and Suspicious Packages 

After completing this module, the learner will be able to:

  • Recognize and describe the nature and cause of the hazards listed above 
  • Specify hazard-specific planning considerations for the hazards listed above
