What about areas where a person must clean up blood from an incident such as a fight in an arena? Or a first aider on a job site?

This is a money grab plain and simple. Targeting tattoo and piercing shops is, at best, a silly idea. The City of Toronto seems to have forgotten the hep scare a while back that occured at Loblaws (Bloor and Dundas), where an infected produce worker contained food resulting in Loblaws paying for 20,000 innoculations for hep to local area folks.
While the intent is a good one, the scope is simply limited.
